Flag States bear the essential responsibility of surveying ships registered under their flag throughout their lifecycle, ensuring full compliance with the Hong Kong Convention (HKC) standards. HKC facilitates Flag States by providing standardized survey methodologies, dedicated training for inspectors, and advanced digital certification tools that streamline compliance management. These resources empower Flag States to verify hazardous material inventories (IHM) and issue mandatory certificates that confirm a ship’s readiness for safe recycling.

Enforcing Compliance and Safeguarding Integrity

As the principal regulatory authority, Flag States are entrusted with the enforcement of HKC provisions, including issuing the International Inventory of Hazardous Materials Certificate (ICIHM) and the International Ready for Recycling Certificate (IRRC). HKC supports Flag States in developing robust enforcement protocols, preventing illegal recycling, and cooperating with port states and other regulators to uphold high environmental and safety standards globally. We work to minimize risks of non-compliance, such as flag-hopping or circumvention.
