Authorized Compliance Inspections

Port States play a critical role in the enforcement of the Hong Kong Convention by inspecting ships docking in their ports for full compliance with HKC requirements. HKC supports Port States by providing inspection protocols, training for port inspectors, and digital reporting systems to identify non-compliance, verify valid Inventory of Hazardous Materials (IHM), and confirm possession of certificates such as the Ready for Recycling Certificate (RRC). These measures ensure that only compliant ships gain port entry, fostering safer and environmentally responsible ship recycling.

Violation Reporting and Inter-State Cooperation

HKC empowers Port States to detect violations and mandates mechanisms for timely reporting to Flag States and the International Maritime Organization (IMO). We facilitate communication channels and collaborative enforcement partnerships among Port States, Flag States, and Recycling States to enhance regulatory oversight effectiveness, promote information sharing, and jointly tackle non-compliant activities, thus strengthening global adherence to the Convention’s standards.
